Windows 7 Upgrade on a laptop with no previous OS installed Possible?

Okay I recently bought the Windows 7 Home Premium Upgrade Family Pack and wanted to know whether you can install it with ALL the partitions deleted so that there isn’t any previous versions of Windows.

Or is it required to have a previous Windows version in order to install?
To make it simpler:

PC with no OS ->Use Upgrade Disc > Windows 7?

I had the same problem. I installed Windows 7 64-bit upgrade on a new computer, then I noticed I could not register. While I have the disc, I didn’t want to install Windows XP 64-bit just to reinstall Windows 7 upgrade. It turns out there is a simple registry edit that allows a fresh install with the upgrade disc on a new or reformatted drive:
